Richard Nixon in 1953 when Nixon was elected V.P. and he served as Calif. senator for 3 terms to 1966...Allen was the California representative from the Glendale, Calif. district...Their signatures (probably auto signatures) are on the front allowing the letters to be mailed without postage as part of their Congressional franking privilege....Postmarked from Wash.
